THREAT LEVEL THREE
Any threat to America's construction industry is a direct threat to our infrastructure, the lifeblood of commerce. Threats to our roads, highways, railroads, bridges, dams, power plants, and office buildings are a far greater threat to our well-being as a nation than simple threats of violence against individuals.
Anyone traveling in a motorized vehicle should be viewed with suspicion at this threat level.
Citizens should be alert, but continue to go about their normal daily spending activities.
